It would be helpful to get a Frenchman/woman's opinion. When our family lived in LA we were just off North Vermont, not far from the "Blue Hospital" of Scientology's center, and I knew a craftswoman who worked on the construction and decoration of the "celebrity center" which hosted Hollywood VIPs at Scientology functions. So, from the Time's quote to describe the French prosecutor's description of Scientology, I would say it isn't unreasonable. There are plenty of psychologically fragile, or ego-vulnerable persons in the world of consumer land. They all don't live in, or want to live in LA, as I once believed.
From what I know of the auditing process, it is very rigorous, and can be beneficial for certain well grounded individuals (I really doubt there are 8 million of those fee paying members of Scientology) but there are plenty with enough disposable income to pay for this kind of therapy. However for the ones like those described in the article, the fees are real, and the desire is encouraged to help yourself help yourself by showing enough bootstrap G-U-T-S to do/pay whatever it takes to achieve results. The fees can be extended over a long period of time, etc. terms can be worked out, but Scientology is as serious as its lawyers in getting whatever it can from each member, in return, of course, for these mental benefits.
