Nowadays I find more and more beauty and poetry in some of the writings of Baha'u'llah... Almost feel like I've been blind to this until now... :) Here's a quote of his describing his own station.
"By My life! Not of Mine own volition have I revealed Myself, but God, of His own choosing, hath manifested Me... I was but a man like others, asleep upon My couch, when lo, the breezes of the All-Glorious were wafted over Me, and taught Me the knowledge of all that hath been. This thing is not from Me, but from One Who is Almighty and All-Knowing. And He bade Me lift up My voice between earth and heaven, and for this there befell Me what hath caused the tears of every man of understanding to flow... This is but a leaf which the winds of the will of thy Lord, the Almighty, the All-Praised, have stirred. Can it be still when the tempestuous winds are blowing?"

I completely agree about the beauty and poetic quality of Baha'u'llah's words. This particular passage is quite interesting and also new to me.
I had never really considered that the Manifestations of God might be born regular men but by God's volition gained divine knowledge. Do you think that's what he really means here? We know, from other stories, than even as a child he showed extraordinary knowledge... I suppose that the more fundamental point is that even for Manifestations of God, divine knowledge comes from the grace of God, not of their own doing.
So the Lord's will is what provides the wind for our actions (though we steer the rudder)... but can we also interpret this last question to mean that when tempestuous winds in society abate we may no longer need new manifestations of God?
i think its just trying to convey a metaphor for how insignificant even the Manifestation is when compared to God - that when the winds of God are blowing, He is like a little leaf in the wind.
Also, with regards to your earlier point, I think its just that the Manifestation has a complete appreciation for the fact that everything in this world happens through God's will and grace - He truly understands the concept of the wind powering the sails of the boat.
